Publish addresses, signer policy, thresholds, timelocks, treasury reporting, and emergency limits.
Proposal process
Introduce public improvement proposals with discussion periods and executable specifications.
On-chain governance
Move eligible parameters behind audited voting and timelock contracts when participation is mature.

Approved incentive programs, verified token lists, interface defaults, treasury grants, and supported-chain expansion.
Minting permissions, proxy upgrades, emergency controls, treasury transfers, and any parameter affecting user funds.
The DAY0 maximum supply is embedded in the token source and has no governance mint path.
